I went from Vegas to the Netherlands... Rotterdam actually... I wouldn't move to Amsterdam unless you are looking for expensive, overpriced homes in the city centre and want to be bombarded with stoned tourists from Italy and the UK.
Rotterdam and Den Hague are much less touristy and affordable. As Vegas is about half of what LA is, the same is true of Rotterdam and Den Hague. I'd probably recommend Den Hague over Rotterdam just because it survived WW2 very well. There's a more old-world feeling to Den Hague. Rotterdam is all modern architecture since the Nazis firebombed the entire city.
As for ease of living... everyone here speaks English, and they do so freely so its easy to acclimate.
Public transportation is excellent. You can easily get around using it. With that, a bike, your legs and Uber you don't need a car.
Health insurance is 1/10 of the price in the US. I went from $1400 a month to $160 a month.
And one thing no one is discussing... getting residency status is not easy in any non-third world country. I looked into Italy first... its almost impossible to get a permanent residency permit. The Italian govt made it difficult to stop the immigrants being dropped off on their shores.
Its easy to get residency for 7 yrs here as an American through DAFT. With a lawyer its about a $10,000 investment, without $7500
