yes either ABP or kaspersky is doing this shit. but usually not on a google search because they block by known parameters like "/click?pid=*&offer" and stuff like that.
I wonder why nobody ever brought this to court because it is not an "ad" that they are blocking it is a target URL. someone should sue them for that.
