    Worldwide server sales suffered a 25 percent drop in the first quarter, hitting their lowest level in at least 12 years, according to a new report from market tracker IDC.

              they could be switching to more cost effective options like Supermicro which probably isn't monitored for trends or they are simply getting less traffic like a lot of people and thus no need to upgrade.

                  or businesses dont anticipate more traffic than they are getting now, at least enough to justify extra servers
