It won't speed up indexing. There is a (slight) ranking benefit to sites that link to content within their own site.

I see a few sites that do it but rarely, I read somewhere that if you create a page with your own site urls and fetch it as google it can help index pages faster and also update them if any changes are made... Not sure if that's actually true since I haven't tried it myself. I usually just create xml sitemaps and keep it simple.

I already use webmaster tools, it has it's benefits
