Certainly countries such as Russia, Columbia, and the Ukraine, produce the worst serial killers. Look at this Wikipedia 'top list' of the worst ones by number of victims, and you'll see that Columbia has three in the top ten, and Russia/Ukraine three also. The USA only has one. It's the same further down the list.

The US has by far the most serial killers in the world. In both total numbers and per capita. There are 4.5x more people in the US as compared to the UK yet there are over 20x more serial killers in the US. Societal production of serial killers is a symptom of societal illness.
