Certainly countries such as Russia, Columbia, and the Ukraine, produce the worst serial killers. Look at this Wikipedia 'top list' of the worst ones by number of victims, and you'll see that Columbia has three in the top ten, and Russia/Ukraine three also. The USA only has one. It's the same further down the list.

My understanding is that if you kill a bunch of people all at once you are a spree killer or mass killer. If you killed them spread out over a period time then you are a serial killer.
That link also backs up my argument from an earlier post. Most of those with large body counts are in non-US countries where they were operated for a long time before getting caught.
