is is not only this. look in 1980 this stats show 400 billion welfare costs.
the US-GDP in 1980 was 2,86 trillion

so 400 billion in that time represented around 12% of the GDP.

the costs there for 2016 are 1,16 trillion but the US GDP than was 19,3 trillion
so the welfare DROPPED from 12 to 6%

but not enough. if you take the column from 1975-1980 out and scale it up it looks like this:



this is how it would look when we would be still in the same circumstances as in 1975-1980.

but IF the US would still spend 12% from GDP to welfare it would look like this:
