This is a total lie. Whenever people are left to their own devices they self segregate. Just look at churches. All of them self segregate. If you go to a catholic church in one part of the city it will be all whites. Go to another and it will be all hispanics. Same thing will all black churches. These are one of the only few places left that the government doesn't force integration.
