This is probably normal in many parts of the world, it just doesn't get talked about much. When I was doing surveillance work in Sydney, myself and the other surveillance operatives refused to do work in the Middle-East populated suburbs.

It was getting way too dangerous, a few guys had been attacked and one got his car smashed up for being parked in the wrong neighborhood. A Telco guy got shot dead for parking his car in front of a gang house while he was waiting for his co-worker to arrive. It isn't worth the money for the extra stress involved.
