I have a simple solution for this...it should be legal to take your dick out and piss on whoever starts talking this type of shit...you should also make bathrooms for male,female and "others"...in the others bathroom, the piss from the normal bathrooms should spray up and soak the confused ones...when people start acting normally you can cut it out with the piss...lots and lots of piss cures this...
