As a German: Walls only work if you are willing to use deadly force defending them. Any eastern German would have been happy getting arrested if only they made it to western Germany. The fact they would be potentially shot trying to cross the wall kept most from trying.
Are you willing to shoot people trying to cross whatever fence or wall you'd be putting up?
