The White House is considering an executive order that would ban American wireless carriers from buying equipment from Chinese companies, according to a new report from Reuters. Such an order would primarily impact Huawei and ZTE — both Chinese companies, and two of the largest manufacturers of telecom equipment — and have a significant impact on the ongoing rollout of 5G network infrastructure.
The planned executive order would direct the Commerce Department to block purchases of Chinese telecom equipment on national security grounds, an action that would not require approval from Congress. Because the order would focus on purchases made by American carriers, it would primarily impact cell towers rather than phones purchased by individuals. Reuters claims the order has been under consideration for as long as eight months, citing anonymous sources.
Huawei and ZTE already face significant difficulties in the US market. Both companies were barred from US government use as part of a defense bill earlier this year, sending a strong message to carriers. ZTE faced catastrophic sanctions from the government over the summer, although the sanctions were ultimately lifted in the face of heavy lobbying.
A formal White House block on the technologies is unlikely to delay the 5G rollout, but it would further concerns that a division in network technology might give rise to an increasingly fragmented internet.
Huawei put the issue in even simpler terms in a general statement on 5G concerns published on Thursday before the Reuters report. “Barring Huawei from participating in various 5G markets is like an NBA game without all-stars,” Huawei rotating chairman Guo Ping wrote on the company’s official WeChat page. “You can’t play to the highest possible technical standards.”
Reached for comment by The Verge, a Huawei representative said the company does not comment on rumors or speculation.

Huawei employee arrested in Poland over spying allegations
Huawei's sales director and an ex-security agent were arrested on Tuesday, charged with espionage, according to Poland's TVP.
"Huawei is aware of the situation, and we are looking into it," a company spokesperson said. "We have no comment for the time being."
The news is likely to be another headache for Huawei, which has become enshrouded in controversy following the arrest of CFO Meng Wanzhou.
Poland's counterintelligence agency has arrested and charged an employee of Chinese tech giant Huawei over spying allegations.
According to Polish TV broadcaster Telewizja Polska (TVP), Huawei's sales director and an ex-security agent were arrested on Tuesday by officers of the country's Internal Security Agency, charged with espionage.
The Huawei employee is reportedly a Chinese national, while the former security agent is said to be a Polish national who recently worked for the Polish subsidiary of French telecommunications firm Orange.
Huawei and Orange's offices were searched and documents seized by the Internal Security Agency, the broadcaster reported.
Huawei said the company, which overtook Apple as the world's second-largest smartphone manufacturer last year, is aware of the situation.
"Huawei is aware of the situation, and we are looking into it," the firm said in a statement. "We have no comment for the time being."
It added: "Huawei complies with all applicable laws and regulations in the countries where it operates, and we require every employee to abide by the laws and regulations in the countries where they are based."

The employee was arrested in Poland on charges of conducting espionage on behalf of China.
The U.S. has long been suspicious of Huawei as a potential threat to national security.

Huawei, the world's second largest maker of smartphones, further distanced itself from the employee, Wang Weijing, by issuing a statement that he had brought the company into "disrepute." It added that the employee's actions "have no relation to the company," and stressed that it complies with the law in all countries.
Prior to the arrest, the employee was responsible for sales of technology to government customers in Poland, an important market for Huawei, the Journal reported.
The news might serve to heighten fears in Washington that Huawei is a threat to national security. Huawei has long denied that, stating that it hasn't been caught up in any spying allegations. Saturday's arrest might change that.
It's the latest high-profile criminal incident involving Huawei in recent months, and follows a week of bad press.
In December, the company's chief financial officer, Meng Wanzhou, was arrested in Canada on the request of the U.S. government, amid suspicions that she had circumvented sanctions against Iran.
The U.S. has been trying to undermine Huawei's influence, warning about possible ties to Chinese intelligence groups and restricting access to countries' next generation 5G networks. For its part, Huawei has said that it is owned by employees and operates independently of Beijing.
Huawei's troubles have been playing out against the backdrop of the U.S.-China trade dispute, which President Donald Trump has been attempting to negotiate with Chinese President Xi Jinping.
