It's not just Google, everyone is blaming Google but Google were dragged kicking and screaming into Better Ads.
That was going to happen but there was a reprieve, there was an agreement to delay enforcement until the release of the Better Ads interim standards. Those popups will go away quite soon.
Initially people will find workarounds, but in a fight between big tech companies and publishers, the big tech companies will win.
