Most likely have a sponsor with burnable/rotating mids, who's looking the other way. (Even low $15/20 PPS payouts here will equate to more cash than a $60 PPS at a high scrub rate).
Don't see how even with an innocent sponsor how PPS wouldn't catch up almost immediately. Even with the quickest turn aound in pay periods. Flags would fly.
What's I've always found weird is to see these operations go to such trouble with bot networks and flub the pitch with zero effort/continuity of pitch.
"Chat sales" have gained a lot of ground in the days of social media, especially when media buyers/traffic networks are pricing out the small guys.

I doubt a sponsor is on board with this. I bet they are rotating through as many sponsors as possible and using networks as well.
They likely mix in regular sales to ensure some payment rounds.
