Depends. My ex gf was from there and she spoke in dialect when talking to her parents but that was quite understable. But most of time i have no clue what people from there talk about.

Franck _DOES_ speak very good English. In fact, most Dutch people I know speak pretty good English in general but I'd say Franck speaks it better than many native English speakers. He's managed to pick up some of the details like the difference between "then" and "than", which for some reason eludes so many native speakers.
