There are ways but good luck to governments imposing them. The main reason for the huge growing deficits are the drop or stabilisation of earnings, the rising costs of government and the way large corporations pay their taxes.
So unless we stop buying in and get Western workers back in well paying jobs or in work and off benefits were doomed.
But you've seen nothing yet, wait until automation starts to put good jobs in jeopardy. Companies won't employ people if a machine does it cheaper.
