If i recall, their first claim was that it collided with a US sub as NATO subs were monitoring their maneuvers. I vaguely remember them showing video of blue paint marks on the side of the Kursk hull (as it lay on the bottom) which they were trying to say came from another sub making contact with it.
Then other nations offered recorded auditory and other proof that it simply wasn't the case. Then they changed course to saying they might have been attacked. Then eventually they admitted the torpedo exploded. I think it was the NATO side that first made the claim that a torpedo exploded, while Russia denied every bit of it (as they always do) until they were beat into submission with evidence.
