Idlib and its surroundings are controled mostly by various Jihad groups and the remnants of of El Nusra jihad group affiliated with ISIS and Al Quieda and now renamed Heiat Tahrir al-Sham and by bands on uncontrolled but well armed bands of youths ( local and foreign) mostly covering their crimes under the "jihad" excuse. They hold the rest of population hostage as they did in Homs last year and which finally Assad let escape armed to Idlib. ( GOD KNOWS WHY ??)
Anyway they will not let anyone leave and since they also have nowehere to go except maybe to Turkey (since Erdogan hates Assad more then ISIS) there will be a massacre. Just as Hitler in Berlin in 1945 these jihadis have the same attitude.
