I have Epoch running as the 3rd billing tier on my paysites and with that minimal volume, it still pulls in PayPal users.
For somebody starting fresh, I would definitely recommend adding Epoch for the PayPal element.
Switching from CCBill? Not sure it would be worth the work unless you had a nice volume of traffic going to that billing tier.
