Except for the fact that he was the one doing all the dirty work. Take for instance where IG Horowitz notes he was one of the one's "editing" Hillary's exoneration letter along with Comey..
He was the one corresponding with Horowitz for the DOJ as well
So there we have it.. Rosenstein was taking blame for all the shit that was actually Schools doings because he delegated it to him.. Rosenstein just made the shit roll down hill.
