Dear Merchant,



We would like to update you on new Visa & MasterCard regulations that affect the way Internet Payment Service Providers (IPSPs) such as PayPal conduct business. Both Visa & MasterCard require high-risk merchants to complete a registration form, pay an initial registration fee, and pay renewal fees on an annual basis (details below).



We value our Merchants and are dedicated to providing you with the high quality service to which you are accustomed. Please note that these fees are imposed by Visa and MasterCard, not by PayPal. In keeping with PayPal's core policy of not charging set-up costs and/or annual fees to our Merchants, PayPal (in contrast with many IPSPs) will not add any additional or hidden costs to these Visa & MasterCard fees.



PayPal, like all other IPSPs, must comply with the regulations. In order to assure your continued access to PayPal's transaction platform, we need you to provide the requested information by November 1st. If we do not hear from you by the close of business on November 1st, PayPal will be unable to process your transactions until all such information has been submitted.



While some IPSPs have announced that they will cease processing for non-US merchants, that is not the case with PayPal. PayPal will continue to process transactions for high-risk merchants in the United States, Canada and Europe through our existing banking arrangements in these areas. In addition, we will continue working to expand our banking relationships worldwide.



Below is a summary of the requirements for both Visa and MasterCard:



VISA:

* Visa will require an initial registration fee of $500

* Visa will require an annual renewal fee of $250

* Paypal must provide Visa with monthly sales, chargebacks and refund information on each Adult merchant.



MasterCard:

* MasterCard will require an initial registration fee of $1,000

* MasterCard will require an annual renewal fee of $500





We will be sending another email out shortly requesting the specific information we will need to bring your business into compliance with the new regulations. We will also provide instructions on fee collection.

EPOCH has not been informed of, nor have we even heard anything like this even rumored with respect to MasterCard.

Having said that, nothing ever surprises me with the Card Associations.

If we are given notice or hear anything we will post the data. In the morning we will call our banks. Email inquiries have already been sent as a result of this post.

A question for you guys for a change: Is PayPal confirming in writing that they are staying in Adult (MCC 5967) after the eBay sale? Prior Press Releases said they were getting out of all High Risk after the sale.

I dont use paypal , but out of curiosity would it apply to people that sell tangible merchandise. Such as content providers.

or is this just for people that use paypal as a recurring option on membership sites.

VISA considers any downloadable, digital Internet transaction, or Merchant Category Code 5967, as a high risk transaction

from paypal's point of view - business to business net based sales - don't fall into that category.

I use PayPal ONLY for my content site, and I just logged-in, nothing there at this time that I could find anywhere about the situation. Also haven't received any e-mails from PayPal regarding anything on Visa/MC.

It only pertains to Paypal users who offered subscriptions.

I called some of my friends who just use Paypal for regular sales, nobody but me got that email..

I am a High Risk Merchant and use Paypal for subscriptions.

I tried closing my account with PayPal so in case they do something slimy and deduct that fee from my bank account. UhM, there is no option to close the account period.

I guess I now have to call them.

Paypal doesn't allow you to cancel your own acc't, start the bank xfer now if you want to save your money.

yeah... you can't cancel a paypal account... but you can remove your bank info from it.

I spoke with the "correct" people at Pay Pal today and here is what I was told. If you don't use PP to do any downloadable, digital Internet transactions then none of this crap applies to you. Actually if your not affected by this and use PP for non adult processing then you only pay a 2.2% fee, so thats not bad at all.
If you do use them for your adult sites, well your fucked with them as well as all the others

My question is, is this the other shoe dropping, that I have spoke of before. Why would the Master Card fees apply only to PayPal?

So I asume this will apply to content providers and anyone selling software too - even non adult, unless of course we all start shipping CD's which will get around the downloadable bit I guess.

How the hell are paypal going to manage this - they claim 20 million members now and obviously they arent all active but its still alot of members.

I am assuming that the ones getting this email are using Paypal's membership script, but there are 3rd party options for that so you could avoid detection that way - until of course you start getting chargeback requests and they investigate the account.

Actually your wrong just because you use another script on your end, paypal still has to have the API turned on at their side for you to do subscriptions and have it be automated. Once you turn that option on for your account, a set of eyes from paypal's support team hit it, and then put you in high risk, or not categories
