Last time I checked, google made serps, not users. Text being the main factor of it's creation.
Users will click on anything if it's served on top spots, regardless of it's quality.

Dude, you proclaimed they have a mega difficult job - NO, they do not. They follow a set of guidelines and apply checkboxes for each site they review.
I've read the reviewer info back when it was released, some months ago.
