Definately the Scandinavian countries.

Every time i went to germany, i had such a hard time finding anyone that spoke english its not even funny. After 5 minutes of trying to communicate to a guy at a gas station that I had to take a piss, he tries to sell me hair shampoo. This was in the middle of berlin.

The Scandi countries and the Dutch are great. *although the dutch stress the wrong part of the word so they sound funny
I've never found many English speakers in Germany, but maybe they're like the French and just make out they cant understand you.
Spain, Italy, Portugal not very many.. those damn lazy latins.

Germany - west much better than the east, but DON'T rely on everyone talking English, especially if you plan to go East
Central / Eastern Europe - you'll easily talk to someone in bigger cities, especially to younger people where there'll be a realistic chance they're more or less educated, but those, who're too lazy to absolve proper education most likely won't be able to speak shit anyway.
Worst = France and Italy.
