So apparently Trump may have pulled another fast one. This is an Omnibus bill not an actual budget bill. Because Congress didn't pass an actual budget which appropriates the funds they have to fund via Omnibus. With an Omnibus bill the entire budget is at the Presidents discretion. The spending allotments are "suggestions" on how the money is spent not appropriations as to how it's spent. If he wants to withhold funding for this or that or speed up funding for that or this, he can. So Congress may have unwittingly just gave Trump full control of the money... He mentioned line item veto.. He can basically do the same via withholding funding.. We will see what happens there..
