i also donīt think that it is the final solution. I am nearly sure that they will give users the possibility to complain and after % X complained they will review.

but what they did right now was a smart strategy because they started with the biggest sites and knew that they are the ones who are able to change the rules in an ad network.
and if the rules there are changed - they are changed for all.
