It's just as likely that network companies will squeeze the website owners instead, tube site / file locker owners push massive bandwidth, so they will be hurt the most, and so giving away free porn by the truckload could become no longer profitable. And so, less free porn = easier to sell paid memberships.
Realistically though there will be no noticeable changes for either customers or website owners, just think back how the internet was all along till few years ago when "net neutrality" was passed, so I don't see any reason why there would be any major changes now.
