I coded a web based video chat last month for my members area. It integrates Microsoft Netmeeting 3.1 into a easy to use web page. Anyone who has Windows 95, 98, NT, XP, ME, 2000 etc already has Netmeeting installed. This page also detects if Netmeeting is not installed or is an older version and auto installes / updates if needed. The "Who's Online" section towards the bottom right updates every 60 seconds. This is an I-Frame which calls a PHP script that authenticates users. The PHP calls members information that is stored in a cookie after a user logs in. Member information is stores in a My-SQL database. All members have to do is click on a member to initiate an audio & video chat. All the other Netmeeting features are available like file sharing, whiteboard, text chat, etc.
