It was voted down in referendums in France, Holland, certainly would have been in the UK and arguably most of the rest of Europe had they not stopped having referendums due to lack of public support. Instead of listening to the people, politicians in pretty much every country in the EU, except for Ireland, decide to do a backdoor deal of sorts. Politicians in Ireland followed their constitutional mandate and had a public referendum on the adoption of the treaty (constitution) and, just like everywhere else in Europe that did the same prior, it was voted DOWN by the people. The access to credit in US and Europe can't be compared at any level, so can't be compared the consumer spending habits.

I had a number of investments in the area. I was involved with one of the larger investment funds in Eastern Europe, which had over $100 million dollars. I have a large number of friends who have or had similar funds throughout the Baltic States, Poland, Hungary, Bulgaria and Germany. Someone making 600 LVL per month ($1200) could buy a $40,000 car. Now there are so many cars loans under water in Latvia that the finance companies are not even repossessing them since there are no buyers at any price. The problem some have, including the US, is they are giving money to the people who dropped us into this mess and so much money repaying it is going to be tough. The people we owe it to must know that and they also know that they are part of the problem.
Because for decades we have exported jobs and manufacturing, imported anything we can that's 5% cheaper than producing it at home, run it on the basis that we can keep borrowing and the finance sector will earn enough to save us.
We now know that sector over priced every thing it could so it could pay itself massive bonuses. Little of which will be clawed back.
If you earn $1000 a week and spend $990 you can smile, if you earn $1,000 a week and spend $1001 or more you're going to get fucked eventually. That rule applies to individuals and empires.
