I think that affiliate programs who have a genuine delay would be better to communicate when a delay happens (again).
Because as an affiliate I'm having to contact so many programs about missing these past 2 years, often it's 50-60% of the payments I'm expecting that are late and I know if I don't keep bugging them they won't pay (and yes this includes some of the biggest porn companies).
So taking that into account, it would be wise for programs that are just having a temporary issue to let affiliates know about it, just like plane delays, people get annoyed when they don't know what's going on.
