2 of the 3 voted for the exact same bill in 2015. 51 current Senators voted for that exact same bill. He thinks if push comes to shove that those 2 will have an incredibly hard time reversing their vote and promises to their voters.
And then he hopes that once repealed, its done. And both sides will want to get to the table before that 2 years is up and get a well thought out plan done.
But McConnell is a weak leader. And he won't get this across the line. And I am not sure if Trump going out and putting these 2 Senators on blast for voting for the same repeal bill when it was going to be vetoed, but screwing their voters when it mattered, will have the effect he wants.
