Are you insane? Listen to yourself here - the car cut off the motorcycle and that gives the right for the motorcycle to physically attack the car?
How many times a week are you cut off when driving your car? Once? Ten times a week? Does that give you the right to hit their car? Assault them? Shoot them? No, of course not. Under no circumstances in the world can you kick or hit someone's car.
The car cut off the motorcycle? At worst that's careless driving. The motorcycle driver kicked a car, caused an accident that destroyed two cars and sent people to the hospital, and then left the scene of a accident - That last one is a felony no matter what.
I'm sorry, but if you are so upset when driving that you feel the need to kick another car - you should NEVER be allowed to drive again.
