It is a moot point.
If you take immigrants you want ONLY good ones. So even 0.0001% crime rate is not acceptable.
Funny how libbies try to claim that if immigrants do less crime then it is all good. No, you want to allow ONLY those not doing crime. Not only those who do a little less crime than local population.
If you welcome someone in your country you welcome only the best, not "good enough" in comparison to all good and bad locals you have. Only as good as good locals.
