Senator Scott Sales from Bozeman introduced an amendment to the Aquatic Invasive Species Act (SB 363), which requires out of state bicyclists to purchase a decal for $25 to ride a bike in Montana. The revenues from these decals will be deposited in the Invasive Species account, which is only to be used for "projects that prevent or control any nonnative, aquatic invasive species."
It's obviously unconstitutional, because no state can have specific charges/fees to out of state people that are not also imposed on people of that state.
Anyway the idea is he's from a college town and this is a imposed tax on college students because they wouldn't be able to ride their bikes anywhere including on campus with out buying this $25 dollar sticker.. There are also a lot of cross country cycling routes that travel through Montana which means all these people would be subjected to this fee as well..basically an attack on tourism..
This is the dirty tricks Republicans do so they can claim they aren't raising taxes.. In FL they did a similar thing for years on car titles. They would charge you a $100 out of state fee for any car you tried to register that had an out of state title. It was eventually ruled unconstitutional due to the above reason. However, what they did, was to then place a $200 fee on buying tags for "everyone". They get a taste of that free money and will replace it with a bigger fee once it's overruled.
This is exactly how your bicycle thing will play out.. The out of state fee will be ruled unconstitutional so they will charge everyone the fee..
