I don't think a teenage pregnancy means that the parents necessarily failed. Sadly that's where so many go wrong. They spend all their time trying to stop their kids having sex usually at the expense of a good sex education, when sex education is the thing most likely to stop them getting pregnant.
Of course you don't want your kids to start screwing other kids and they need teaching why that's a bad idea, BUT you have to consider that they may and make sure they're taught accordingly and know about safety. Of course that's still not gonna stop every teen pregnancy but it'd help in oh so many cases.
Even the ghetto and slum kids who think it's gonna be 'cool' to look after a baby young can be blamed on education or rather lack of.
