i believe that all the information about this is on the US passport site...

typically, the US lets the country where the crime was committed deal with the offense, but if its a high publicity case or extremely violent, i am sure the US would try the person in the US as well..

I know that the US wrote some specific law a few years ago that they could punish a US citizen for traveling overseas for the purposes of having sex with underage people.
