I searched it, and it comes back as a "rejection hotline" built for the purpose of harvesting telephone numbers. I guess once you call they take your # and sell it. One lady said she gets spam text messages all the time now.

It's just a harmless joke recording. It's a 'rejection hotline' as in 'psychiatric hotline'. If you actually read more of that page you found about this number you would see that. It's just a joke that people like to send to each other. I for one think it's funny as hell, and from the reaction in this thread, others do too.
