If that first youtube vid was real that plane could be one of those "doomsday" planes (I think that's the right term) that get sent up when America comes under attack, they're meant to be converted 747's that on the outside look fairly normal no one's really meant to know what they are for though? The plane is there as the second plane is hitting the WTC. That is just 16 minutes after the first impact. Kind of hard to believe it got there that quickly. There are also reports of other white planes at the other targets as it was happening. If these are military planes, then at the very least they KNEW what was going to happen or they couldn't have possibly been there AS IT WAS HAPPENING.

I think the US has 4 of them.. one in NYC may be one, but can't see it close enough
