The flap should be in front, with the exception of crazy cat people's tp, who have to put it in the back to keep kitty from unrolling it... I always assume that a crazy cat person put the tp on the roll when it rolls to the back.

Never ever seen anyone put the flap to the back. This is actually the first time i heard someone did that. Makes no sense tho.

FACT:

When TP was first introduced, it was common in many households to have fabric wallpaper of some kind. Felt, etc....

Hanging the TP roll backwards (the way you do it) would make people come in contact with the wall more often and soil the wallpaper.

That is the REAL historical answer to your question.
