Think about it from a realistic perspective. You get a phone call from someone that sounds fairly respectable, they tell you they are from the fire department, they tell you this disaster is about to happen and people are going to die unless you do one simple thing: smash some windows.
It might sound silly, but when someone tells you you are about to die, instincts kick in and you move quickly to prevent that from happening. There's not much to lose by smashing a bunch of windows.
The story would be quite a bit different if no action was taken and instead a building blew up killing 15 people because the guy on the phone did not do as instructed.
The real story here is: who is making these "pranks" and when will they be arrested?

Think about it from a perspective of someone who is not a grade a moron like these burger flippers.
Evactuating the building and switching everything off makes far more sense than evacuating the building and then smashing the shit out of it. If it were a flammable gas, smasing anything? Really, with the risk of a spark?
The manager is the one to blame, he made the decision.
As a kid, if i worked there and the manager told me to smash the windows, i would have enjoyed every single second of smashing those windows.
