A hospital would have to legally admit and treat him and since he's homeless, his medical care would be free. And he doesn't pay any taxes for that. That guy most likely had his legs like that for a long time, so if you are talking corporate finance then it is easy to argue it is not an emergency.
Wasnt it in a Moore movie there was some highlight about some emergency where someone that WAS insured got refused treatment at a hospital because she was insured at another hospital, and then died on the way?I buy plugs

Do you go to the hospital emergency room for general health care? If he had his legs like that for a "long time" and went to an ER in the US then he would have to be AT THE MINIMUM diagnosed and 1. administered aid 2. moved to a place that could administer aid. There are big assed signs all over every hospital I've ever been to that tell you they HAVE to treat you or send you somewhere that can.
