That depends if the designer is completing a project in a certain manner that will save you time, money and give you the best possible chances of converting with your website a slight overpay is worth it to keep these types around.

More goes into the design today then just designing. If the designer is one dimensional in abilities and doesn't understand traffic then yes it's an issue in overpaying.
