    I just made a quick trip to the store

    ...and damn near ran over a dog. A cat came running across the street and hot on its tail was a dog. I understand why people let their cats run loose but I do not understand why people allow their dogs to run loose. Of course it is possible that the dog escaped without his owner being aware.
