Paypal and Ebay are two separate entities. After selling a item on Ebay and have accumulated five positive feed backs of speedy shipping, undamaged items, the financial holding clause is removed.

Not true. I just got off the phone with them, and they said once accounts are linked, any time anyone sends money, regardless if through eBay or not, the money is held. I didn't sell anything, a customer paid an invoice, and that money was held. Even though I created and sent the invoice through PayPal.
According to the manager I spoke with, it's an automated system that is activated once you link accounts. They don't care if you created your PayPal account 15 years ago, or already processed hundreds of thousands worth of transactions. All linked accounts are flagged.
The manager did review my account and removed the hold. He did so when I complained that the money currently being held was sent by an individual who has sent me authorized payments for the past several years with no issue. He agreed and removed the hold, but it took some finesse and sweet talking. He did not want to remove it, and I could tell he was well coached on explaining how to keep the hold in place. The issue is resolved, PayPal came through and removed the hold.
