Some people need pain killers. Without them they would have no life, It is all the junkies that abused the system and now like you said they are making it harder for junkies to do it so they do heroin and bam they are dead.
My dad who was stage 4 was in so much pain. We drugged him up and he lived a couple years doing what he wanted. It is the junkies who ruin it for others getting pills when they have nothing wrong with them, cock bags lol
