I think it's because it's hard to prove that she lied unless she recants her story and by that time the guy has already spent time in jail and is just happy to get out after she tells the truth.
If you're doing 15 years you don't want the chick to never recant because of fear of prosecution. You'd be like "hey just tell the truth and get me out and you can go".
