It's very easy to make. You will need fresh tomatoes, a horseradish, a garlic (optionally) and a chilly paper (optionally). Just grind them and mix together. This substance can be stored for mounts (a horseradish works as a natural preservative).

It as traditional here as other plant roots like
репа, which was mentioned in Russian history 800 years ago (XIII century),
редька etc. Those were a part of daily ration here for centuries. Even Peter I (Peter the Great) in the beginning of XVIII has issued an order, according to which every inn in a cold region must have a stock of
хреновуха (a tincture of vodka on horseradish).
P.S. There was no EU in XVIII
