I'm pretty sure it's a cell phone tower designed to fit into the local architecture. I have one right next to my house that looks exactly like a tree (leaves and all). Rather than just planting a big ugly antennae, they're at least designing them to be somewhat attractive. Props for that.
If it's not that, then it has to be a super villain's lair. Any bad shit happening around town lately?
