Well, the DNR could seize his boat, take away fishing license for life etc. The last case I remember where they threw the book at a guy was 5-10 years ago. Limit in the state for sunfish is 20 in possession. They guy had 100 on his boat and another I think 500-600 at home in his freezer. They took his boat, vehicle used to tow the boat to the lake, 1 year in jail and a 10k fine.
