This is true for sites with prerecorded photos and videos as content, but not for cams. If you have a site with lots of content there with no sales, it will look the same of another site with logs of content and lots of sales, you can't tell what ones sells and what one not, both are up and with a same amount of content.
Instead, if the cam site is "up", it means it loads, but not making money, there will be no cam models online, so no content. Many cam models online does not always mean much money, it also depends by the nationality and looks of those models, and other factors.

Use the search function to find thread about starting a cam site. General consensus is except licensing or creating site (that may cost not too much, like $5k to $50k for something usable), then you'll need $1+ million in first 12 months in promotion, both media buying and bonus for models to stay online even if no sales yet. That's what chaturbate, bongacams etc. made in first year, see paying $1+ per free user. We also invested nice money in launching tubecamgirl.com, but much less than chaturbate's. Any new cam site investing too few (less than let's say $500k?) is dead (no models online) in matter of 1 to max 2 years from launch, this is absolutely happening all the times.Comment

If you have the time, skills, budget and infrastructure to run all of these at the same time:
An affiliate program
A paysite
A cam studio
Then you can make money with your own camsite. If not you should try doing one or several first to make sure you can, or partner with someone who can, or has, or is - (but if he is, like me he won't have time)
Best bet is to get a cam studio going first and make that work. Once your cam studio is making money, or not losing any which is more realistic, get some white labels running with the bigger camsites and get some branding going on. Then get some traffic going pushed specifically at your girls.
If you get all of that set up then try to find a platform to run your own exclusive site and even if it languishes for a good while at least you got other stuff going on.- As soon as I think up a good sig it's going here.Comment
