Say a couple comes to the US illegally. They can't get welfare. However, if they have a kid that kid is a US citizen and they can apply for welfare on behalf of the kid so they might get WIC, food stamps, healthcare for the kid etc. Also when the kid then goes to school they could get free lunches for the kid.
